Le Temps des Cerises is a tiny restaurant near the Bastille with almost entirely a local crowd—very little English is spoken. They have a three course menu which appears on the wall and changes daily.  Aside from the menu, the steak tartare is also a good choice.  Le Temps des Cerises

Le Temps des Cerises is owned by Michelle and Yves Boukobza.  Yves tends bar and the Michelle serves the dining room.  Michelle is always flamboyantly dressed (and she does speak a little English).  She is assisted by Sylvie, a fifty something woman who has worked in the restaurant since she was a teenager (starting with the prior owners who retired a few years ago).

Before and after the busy lunch hour, the restaurant is calm and only cold food is served.  At lunch you might have to share a table or elbow your way to a space at the bar, but everyone is friendly.
